The Telecommunications Act of 1996 amended the Universal Service Act of 1934 by expanding the authority of the FCC to provide telecommunications services, internet access, and internal connections to schools, libraries, and rural hospitals at a discounted rate.  The FCC adopted a discount rate for schools and libraries based on the number of students in the school that are eligible to receive free or reduced lunches.  Discounts from 20% to 90% percent are available.  The funding of these discounts began in 1998 and continues today.  The E-rate Management Group has filed for more than $32,000,000 in discounts for its clients.  The program has evolved over time with numerous amendments and rulings.  Schools and libraries have had difficulty in staying current with the numerous changes.  Most do not have adequate staff to devote to the complicated filing process.   The Erate Management Group's E-rate services are very affordable, and our staff can maximize the potential for a school district or library to receive the appropriate discount.  Our program is now “on-line” on our secured website.  Clients will be able to view the services for which discounts were requested, approved, and the amount of funds paid and remaining to be collected.
